The CIA Agent is an antagonist in Ninja Gaiden: Ragebound. He is a high-ranking operative in the Central Intelligence Agency who seeks to use demonic power to create supersoldiers.

While Kenji Mozu looks for the demons in Mount Fuji, he finds a CIA base and meets the CIA Agent, who seeing Kenji's skill realizes he isn't Ryu but still is a Hayabusa ninja. He explains that his agency has been monitoring the nearby Kû no Tani since Genshin took the Blade of the Archfiend. However, they weren't expecting demons and were overwhelmed. The CIA Agent tells Kenji that someone is trying to free the Demon Lord. Kenji then tells him to leave it to him as they won't be able to handle it.
Kenji fuses with Kumori, and together they gather the Energy Crystals that control the entrance to the Underworld in an effort to stop them from falling into demon hands. Upon their return to Muramasa's shop, they are ambushed by the CIA Agent's forces. The CIA Agent praises Kenji for recovering the Crystals and announces that the CIA will handle the case from here. When Kenji protests, the CIA Agent explains that they cannot trust someone possessed by Black Spider ninja, referring to Kumori. The CIA's forces subdue Kenji and Kumori and imprison them together with Muramasa at sea, taking the Energy Crystals in the process.
Kenji and Kumori fight their way out of confinement while Muramasa escapes by unknown means. On the way, Kenji and Kumori meet a different Masked Agent, who reassures the two that she came to free them and explains that the CIA operation in Japan has been compromised. Inside a facility in Uraga Port, Kenji and Kumori encounter mutated, humanoid creatures and learn that the CIA is trying to use demonic power to create supersoldiers.
Kenji and Kumori confront the CIA Agent in a secret laboratory in Yokohama and demand that he give back the Energy Crystals. The CIA Agent explains that after the Archfiend Vazdah was awakened, his agency detected life energy coming from the gate to the Underworld; the agency is using this energy to create a superhuman strike force meant to protect humanity. He apologizes for the mutants that Kenji and Kumori met earlier, but describes them as a "necessary sacrifice". He then flees using a smoke grenade. Kenji and Kumori take an elevator in the facility, but the CIA Agent appears on the other side and wordlessly presses a button that causes the elevator to explode, dropping the ninjas into the depths of the laboratory. Fighting their way back up, Kenji and Kumori find the Masked Agent gravely wounded. She says that they came too late to save her, but reveals that the CIA Agent has fled to the Special Night Transport Express, a secret train that goes to Mount Fuji.
Kenji and Kumori board the train and hitch a ride on a series of military transports until they reach the gate to the Kû no Tani, where they find the CIA Agent with his forces. The CIA Agent reveals his true plan: using the demons' own power, they will slay the Demon Lord and thereby force the fiends into submission. Kumori recognizes the aura coming from him as a sign that he is drunk with power. The CIA Agent uses the Energy Crystals to open the gate. Jagäzk comes out and the agents begin to attack him, but he quickly sets them on fire and kills the entire squad, including its leader. Speaking to Kenji and Kumori right afterwards, Jagäzk comments that "[y]ou can always count on humans' imbecility to make a plan go together".
