D.D.O. Commander is a member of the Divine Dragon Order. D.D.O. Commander is a boss who Yakumo encounters while trying to destroy the second pylon during Chapter 1: Bloodsoaked Tokyo. At the end of Chapter 12: Dragon's Maw, Yakumo fights another D.D.O. Commander while riding the elevator towards the last shrine.

Rare soldiers of the Divine Dragon Order who have honed their martial skills to mastery.
Standing well above even the most elite of their peers, many have been scouted directly by Kagachi. They are considered to be aces up the D.D.O.'s sleeve, meant for deployment only in dire situations other soldiers are incapable of handling. Thus, their primary duties lie in issuing commands directly from the organization's headquarters.
The armor they employ is custom built for each individual, utilizing materials carefully selected to allow for maximum mobility. Along with numerous internal mechanisms designed to augment their already immense fighting capabilities, their suits are also equipped with a feature to temporarily overclock their artificial muscle lining, pushing the wearer's strength beyond its limits. Many say that none who witness the suit's distinctive red glow survive to tell the tale.
Movements made by the suit's wearers during combat are instantly uploaded to a database for AI analysis and utilized to further the D.D.O's ongoing weapon development endeavors.

In order to deactivate the defenses of the Dark Dragon shrine, Yakumo needs to destroy three pylans to take the network's power. He heads for the first, but knowing he is coming, the D.D.O. sends a D.D.O. Commander. The Commander compliments Yakumo for being able to make it this far and wishes Yakumo to face him, which Yakumo accepts. As Yakumo proves worthy, the Commander overclocks his suit, becoming serious and intending to end the fight quickly, however he is still no match for Yakumo, who defeats the Commander and then proceeds to destroy the pylon.
Later, while Yakumo heads for the last shrine in the Dragon's Maw, he rides an elevator that will take him to the top floor, where the shrine is. However while ridding it, the emergency alarm system activates and the elevator stops. While Umi and Seori look into reactivating the elevator, Yakumo is attacked by D.D.O. Soldiers. As he defeats them, a D.D.O. Commander then shows up. As Yakumo defeat him, Seori reactivates the elevator and Yakumo proceeds towards the last shrine.
