Drowned District is a location in Ninja Gaiden 4. Its a flooded district of lower Sky City Tokyo.
Description[]
An area of lower Tokyo flooded by the Dark Dragon's rain. The water level continues to rise and the district is strictly monitored by the Divine Dragon Order. Although access is now generally prohibited, its abandoned facilities are evidence of its sordid and prosperous past as a place of debauchery for the wealthy.
The vast majority of its residents were evacuated several years ago, but a small number of the elite, unwilling to abandon the luxury and prosperity they once knew, have been permitted by the D.D.O. to remain thanks to hefty bribes. This has also made the region a target for opportunistic thieves, leading to an exceedingly high rate of crime.
