Emperor Garuda (Originally known as Gulf, also known as Galuf in Europe) is the one behind the events and is the final boss of Ninja Gaiden Shadow. He sends his troops to conquer New York. He is an underling of Jaquio, and the narrative says that by the time he takes over New York, Jaquio "has not yet been awakened".

The final battle consists of two forms:
- The first one, in which he will shoot lightning bolts and move towards the player.
- The second one, in which he summons armor and throws three energy beams in the same order (Middle, below, then above) and jumps across the screen repeatedly.

- His first form bears some resemblance to Alexei.
