The standardized design and face-covering visor were shrewdly stipulated by Kagachi, head of the D.D.O.'s military branch. With Tokyo effectively under D.D.O.control, an iconic uniform devoid of individualism would become a symbol of discipline and competence the citizenry could trust to rule over them. Aside from its practical use of protecting soldiers from harm, some regard it as a symbol of order and hope in Tokyo.
